Do you mean if two user licenses including Office 365 Pro Plus (Office subscription) can be used to install and activate the Office on 10 PCs?

If yes, you are right.

Generally, users can install Office 365 ProPlus on up to five different computers with a single Office 365 license.
Thus, for 2 user licenses, we can install Office for up to ten different computers.
